Last week back at the Bowling Club was almost like we
hadn’t been away.
I have received this week, copies of annual reports of
Rotary International and
The
Rotary Foundation for the years 2002-03. These documents are available
for any member to view on line, just click either link above, or please let
me know if you wish to see the hard copy
Following is the list of proposed Resolutions submitted
to the Regulations Committee for presentation to the Annual Conference at
Gosford ,19/21 March,2004.
Club members have the opportunity to be acquainted with
the resolutions so that our two nominated Club Electors can have the
advantage of expressing a club opinion when items are discussed and voting
initiated.
I have been assured that a copy of the District
Financial Statement will be forwarded to all clubs by the District Treasurer
(2002/03) and should be brought to the Business Session should members need
clarifications prior to voting on its acceptance.
Resolution 1/03.04
It is resolved that
members in their Annual Conference at Gosford adopt the audited financial
statements and balance sheets as presented for the Rotary year 2002/2003.

Resolution 2/03.04
It is resolved by members in their Annual Conference
at Gosford, that this district, following a successful two year pilot
program adopts the policy whereby clubs sponsoring students for the Youth
Exchange program accept as their hosting responsibility a student from the
country and/or district to which the Australian outbound student has been
assigned.

Committee)
Rationale : This district has experienced
difficulties from time to time in placing students resulting primarily
from the expectations of hosting clubs. The YEP committee has moved to
overcome the problem of clubs wishing to sponsor but not host students in
return. As a result, from the year 2004, student nominations will not be
accepted unless clubs assumes the responsibility of hosting inbound
participants.
In taking this further the committee now seeks to
align countries/districts with participants, making it possible to provide
advice to clubs from which country their exchange will come by the first
week in July. Clubs will have either 6 or 12 months to prepare for the
arrival of their students. Swiss and South American students arrive in
January whilst other students the arrive in August. Wherever possible the
committee will try to comply with requests for either male or female
students.
For prospective students the committee sees a
stronger bond being established between students and club members as more
defined cultural relationships develop..
Resolution
3/03.04
It is resolved by members in their Annual Conference
at Gosford that any sub- committees not complying with the Committee Bank
Account guideline 1.8.22 wherein audited statements of income and
expenditure are required to be submitted to the district treasurer by July
31, now forfeit the right to conduct separate bank accounts and that
those accounts and balances be transferred to the control of the
District Treasurer in accordance with District Regulation 1.8.4

Rationale The completion and distribution of the
District Financial Statement as required in District Regulation 1.7 has
often been delayed through the non compliance of committee members to
ensure a forwarding of appropriate audited statements to the District
Treasurer within the prescribed dates. Under Regulation 1.8.4 “for good
reason and assurances” the right to operate committee accounts may be
restored by subsequent District governors. In compliance with the above
stated District regulation the retiring treasurer will be asked whether he
has cause to recommend such action in the coming Rotary year.

dues are due for payment now, please see Treasurer Allan. The Club is
committed to pay dues to Rotary International.
